Unless context requires otherwise, the following definitions shall be used in the interpretation and construction of this chapter. Words used in present tense include the future; singular number shall include the plural, and the plural include the singular; the word "building" shall include the word "structure"; the words "used" or "occupied" shall include arranged, designed, constructed, altered, converted, rented, leased, or intended to be used or occupied; the word "shall" is mandatory and not directory, and the word "may" is permissive; the word "person" includes a firm, company, or corporation, as well as an individual; the word "lot" includes the words plot or parcel.
ACCESSORY USE OR BUILDING: A use or building on the same lot with, and of a nature customarily incidental to and subordinate to, the principal use or building.
AWNING: Any shade structure of approved material installed, erected or used adjoining or adjacent to a manufactured home, and which is completely open on at least two (2) sides. A side may be interpreted as an end.
BUILDING: Any structure used or intended for use for the shelter or enclosure of persons, animals or property.
BUILDING, ACCESSORY: A building or structure which is subordinate to, and use of which is incidental to, that of a main building, structure, or use on the same lot.
BUILDING INSPECTOR: The building inspector employed by or officially representing the city.
CAMPER: See definition of Recreational Coach.
CITY ATTORNEY: The attorney employed by or officially representing the city.
CITY ENGINEER: The engineer employed by or officially representing the city.
CITY PLANNER: The planning and zoning commission, city council and/or mayor.
GENERAL PLAN: See definition of Master Plan.
GOVERNING BODY: The city council and mayor.
HARD SURFACED: To provide with a paved surface, consisting of concrete or approved asphalt material.
HEALTH OFFICER: The health officer or department employed by or officially representing the city.
LICENSE: A written license issued by the city and approved by the building inspector, allowing a person to operate and maintain a manufactured home park or recreational coach park under the provisions of this chapter and regulations here issued.
MANUFACTURED HOME: A detached single-family dwelling unit designed for long term occupancy, and to be transported on its own wheels or on a flatbed or detachable wheels; containing a flush toilet, sleeping accommodations, a tub or shower bath, kitchen facilities and attachment to appropriate external systems ready for occupancy except for utility connection and other minor work. Presectionalized, modular or prefabricated houses not placed on a permanent foundation shall be regarded as manufactured homes; if placed upon a permanent foundation, such structures which meet all applicable building and housing codes shall not be considered as manufactured homes, but shall be regulated as conventional housing; and manufactured homes which are so placed on permanent foundations and meet all applicable building and housing codes shall be regulated as conventional housing.
MANUFACTURED HOME PARK: Any plot of ground upon which three (3) or more manufactured housing units are located and occupied for permanent dwelling.
MANUFACTURED HOME SPACE: A space within a manufactured home park, designed to be used for the accommodation of one manufactured home.
MASTER PLAN: The master plan of the city.
PERMANENT FOUNDATION: Where wheels, axles and tongue are removed and the home is anchored to and supported by a foundation that is attached to real property.
PLANNED UNIT DEVELOPMENT: An integrated design for development of residential, commercial or industrial uses, or limited combination of such uses, in which the density and location regulations of the district in which the development is situated may be varied or waived to allow flexibility and initiative in site and building design and location, in accordance with an approved plan and imposed requirements.
RECREATIONAL COACH: A vehicle such as recreational trailer, tent camper trailer, truck camper, travel trailer, camp car, other vehicle with or without motive power designed and/or constructed to travel on public thoroughfares in accordance with provisions of the Utah vehicle code, and designed for human habitation.
RECREATIONAL COACH PARK: Any area or tract of land or a separate designated section within a manufactured home park where lots are rented or held for rent to one or more owners or users of recreational coaches for a temporary time. May be designated together with a manufactured home park as "park".
RECREATIONAL COACH SPACE: A plot of ground within a mobile home park, designated and intended for the accommodation of one recreational coach.
SERVICE BUILDING: A substantial, permanent building providing toilet facilities for men and women, and laundry facilities and/or other facilities for use in common by the occupants of manufactured home parks or recreational coach parks.
TEMPORARY USE: Overnight parking or camping in approved areas, or as otherwise defined by the governing body.
