The powers and duties of the board of adjustment are limited to administrative matters as herein set forth. It shall not be the function of the board of adjustment to amend this title, nor to correct what it may consider to be an unwise requirement. Nevertheless, the board of adjustment shall have the power to perform those acts as herein set forth and such administrative actions shall not be interpreted as unauthorized amendments to this title.
