1. The purpose and intent of this title is to promote the safety, health, convenience and general welfare of the inhabitants of the city in the subdivision of land, construction of streets, gutters, sidewalks, sewers, culinary water facilities, storm drains and other off site improvements.
2. Any proposed subdivision and its ultimate use shall be in the best interests of the public welfare and the neighborhood development of the area concerned; and the subdivider shall present evidence to this effect when requested to do so by the planning commission. (Ord. 86-3, 3-11-1986)
