1. Number; Appointment; Term; Removal: There is hereby created a board of adjustment of five (5) members to be appointed by the city council. Each member shall serve for a period of five (5) years; provided that the terms of members of the first board created shall be such that the term of only one member shall expire each year. One member, but only one, of the planning commission shall be a member of the board of adjustment. Any vacancy occurring on said board by reason of death, resignation, removal or disqualification shall be promptly filled by the city council for the unexpired term of such member. The city council may remove any member of the board of adjustment for cause upon written charges and after public hearing, if one is requested.
2. Officers; Meetings: The board of adjustment shall organize and elect a chairperson and adopt rules in accordance with the provisions of this title. Meetings of the board shall be held at the call of the chairperson and at such times the board may determine. The chairperson, or in his absence, the acting chairman, may administer oaths and compel the attendance of witnesses. The board shall keep minutes of its proceedings, showing the vote of each member upon each question, or if absent or failing to vote, indicating such fact, and shall keep records of its examinations and other official action; all of which shall be immediately filed in the office of the board and shall be a public record.
