In case of a conflict between a provision of this chapter and any federal, state, or county law, ordinance, or regulation, the more restrictive provision shall control, provided however, that the federal, state, or county law, ordinance, rule, or regulation shall control when such law, ordinance, rule, or regulation so provides.
